Well Hiruzen knew all about their power and strength and still decided to fight both of them with his base abilities. It wasn't until the first used forest genesis that saru summoned Emma. That in itself tells you that Sarutobi believed that he could take them both. If he didn't believe that, he would have summoned Emma right from the start.

Does it really matter which one is stronger? And if Kishi says Hiruzen is stronger in his prime, than he is. Kishi is the writer, he gets to screw logic all he wants. It doesn't matter what anyone in the manga says, if Kishi himself says Hiruzen is stronger than he is. End of discussion.
