Both of them are in their prime, they are also arguably the most powerful Kage's of their respective villages. So basically it's the hype of prime Hiruzen vs the 3rd Raikage. They both came from the same generation of Kages so they should be able to handle each other. They both have full knowledge of each other

By hype, Hiruzen...that being said Hiruzen hasn't shown anything that would be able to defeat the Third Raikage, although with his vast arsenal of attacks/defenses and obviously strategic mind he turns it into a stalemate at best.

based on hype hiruzen wins...third raikage was said to tie with a bijuu then fight 10000 ninja for three days straight. I dont think you can get more hyped than that.

feats wise both are gr8
on the red corner: we have hiruzen!!!!! who even at the age ~ 70 fought 1st and 2nd hokage still had excellent chakra control and new many many jutsus.. ~ 1000 even the death reaper seal.trained by both 1st and second was able to hold ground against all 3 ,trainer of the 3 sannins.considered shinobi no kami , strongest kage of his time ( 3rd's times ) respected by all nations any admired and praised by even his enemies...

and on the blue corner: we have 3rd raikage aka. gorilla raikage/ father of 4th raikage (whom even naruto realized that a clean punch can beat him) , his body was made of steel and his blood was iron (i wonder what his semen was xd) , who went solo against a tailed beats and fainted Along with the 8-tails even the hachibi the 2nd strongest tailed beast acknowledged him as a tough human to go head to head with him , unheard of , as controlling is another thing and fainting due to exhaustion is another., fought 10000 ninjas solo to let his comrades escape , had the strongest spear , shield , freakin fast

i feel we know hiruzen knew 1000 jutsus but we don't know abotu raikage's ninjutsu (other than lightning circus , dark lightning ) so i think hiruzen will pull it of , even at the age ~ 70 he was very skilled in fighting so if he knows all about raikage , he'll keep distance and pull it off though a single error and it will be over for hiruzen in an instant.
