I think that statement should be taken with a grain of salt. There was tiny bit left out of that translation, probably for aesthetics sake. It should be.
"As the legend goes, according to those who have heard of his strength, it was comparable to that of Rikudou Sennin."
So this sorta implies that this was like a rumour passed on by word of mouth. A more realistic statement would be that he was the closest shinobi to the sage's power at that time and was feared by many.

Yeh, a lot of the time things in Japanese become redundant or are repetitive in English as you would know. It is great to see my education paying off though. I can readz teh naruto. :scorps:
