Who do you think was actually controlling the 4th Mizukage in Kisame's flashback, Madara Uchiha or tobi?

agreed, I think they can be one and the same.

but I guess techincally as far as we know they man kisame met that called himself madara (as we know) was tobi

At the bolded part-people act as though the Narutoverse is incapable of haircuts or hairstyles. Sasuke's hair has changed, being longer after his taijutsu training with Kakashi.

There's also the Transformation Technique or whatever Tsunade does to change her appearance since it seems to be something different due to the fact that she doesn't revert to her old stage after being hit.

The best explanation, imo, is that Tobi is using Madara's old body. If that were the case, it would make sense that he calls himself Madara and why people see him as that. I mean as long as his hair still grows, it would fit as an explanation.

I am considering that. even after I saw edo-madara I thought that tobi was still madara. but for now it's a dead end. just as every other candidate. instead of coming up with conlusions and reading the manga according to it, I take every possibility into consideration and wait for more to be revealed.

That was just one translation (mangareader's I believe). Most translation state "...closest to me." If he said closest to me than that means that he and the man controlling the mizukage were one and the same. If he said him than that might mean that they were two different people.

I think that Tobi was with the Mizukage. But my question is, if perfect jinchuriki's like the Mizukage can normally be immune to genjutsu from even the Mangekyo Sharingan, how is Tobi controlling him?

Great inquiry, but I don't think Yagura was considered a perfect jin, perhaps he was similar to Naruto pre chapter 500.
