Overrated? she's highly underrated. Even Pain himself held her techs in high regard. And water doesnt effect her only oil. And its even stated she can fuse her chakra with the paper to make it as hard as steel. You guys think shes fodder cause she uses paper techs. Her paper techs are deadly and shes a formidable opponent for alot of people and fire doesnt work either so all water attacks and fire attacks are pretty much useless she can form any weapon she wants and turn her whole body to sheets of paper to protect herself from taijutsu and maneuver quickly away from enemy attacks. You guys are just haters

here jirayai states himself that oil is her weakness not water! i keep seeing people say water is her weakness which it is clears its not. I mean seriously she lived in the hidden rain village which it rained all the time and was surrounded by water

I know kitsuchi or temari are not strong enough to do that.
She is at least the top 4 women shinobi if not higher. Do you homnestly think nagato would have included her into his plan for the attack on konoha if he thought she couldnt do it?

They could if they had her position in akatsuki
And had that many years and some could succeed due to the fact that they couldve protected themselves even if the plan failed
