Yea but he's dead now and can't be brought back with IWR so in regards to Tobi and Minato they'll never have another fight so I have to base it on the one they did have.

That is so dumb!!! so are u saying haku > naruto because in their only fight, naruto without the fox lost. OMG!!!

the worst list ever made....naruto at 10?nagato 1?there are ppl with ems and rinnegan and u put a rinnegan only man at 1st,ur sad xd sorry to say,

2.Hashirama(since he beat madara),
3.Madara(EMS and rinnegan)
4.Tobi(with his 7 tailed beasts)
5.Naruto( bijuu mode defeated 5 tailed beasts within 5 minutes since his mode last only 5 minutes, and if u say he need to do something himself without fox, fox is his half part of naruto he had it since he was born)
6.Sasuke(EMS surpasses MS of Itachi, and he is naruto's rival they are equal but till now i think naruto with BM is stronger then EMS sasuke, but is yet too see,
7.Minato(raped tobi, and feared by tobi that he deserves the title of Hokage),
8.Nagato/Itachi( everyone says nagato rapes Itachi, but Kishi puted them as equals, so i think they are equals),
9.Hiruzen(being praised as god of ninja is something),
10.3rd Raikage(did'nt get even a scar by rasen shuriken, hes really something),

Nagato is not number one. He said it himself Jiraya could defeat him. I think U rank Sasuke and Naruto way to high. Along with Itachi. Jiraya>>>>Itachi. Onoki is far stronger than majority of this list. Orochimaru included is good.

Everyone knows That The rikudou sage is #1, but
Nagato has to be #2 and
Hiruzen Sarutobi, Minato Namikaze, Hashirama Senju, Tobirama Senju, Madara Uchiha, Izuna Uchiha, Tobi Uchiha, Naruto Uzumaki, Sasuke uchiha are 3rd place candidates because the full extent of their abilities has not been displayed and everyone else just else falls behind aslo if naruto somehow receives the rinnegan he jumps up #2. Then you have mysterious Character like Itachi Uchiha, Shisui Uchiha, Danzo (in his prime) and the rest of the Kages are candidate of the 4th place. The infamous holder of 5th place jiraiya and that my top 5.

I agree with this one, but Naruto is atm higher then Sasuke, and there are too many Uchiha's, we still don't know their true powers but they were all famous, so i'll say this is ok.

Well considering we haven't seen Tobi do anything special with his Rinnegan I'd say Minato would still win anyway. Tobi is weak, everyone seems to forget that. He himself said he was a shell of his former self and he seems to not have a single jutsu besides his space-time teleportation one and sure it's a really good move but it's still all he has. What good is the Rinnegan letting him use all ninjutsu elements when he seemingly can't use any anyway, all he gains is the sight which would not help against the Yellow Flash lol.

Edit: Notice also how both of your examples are Naruto? We know he doesn't count because him and Sasuke are continuously getting stronger and stronger but no one else is lol, their levels improve but people that are dead don't and Tobi is close enough to being dead imo. He can only use one jutsu (and Izanagi I guess), a shell of who he "used" to be and he himself said he's no one.

The fact of the matter is that we haven't seen Tobi do anything amazing. He's got one cool move yea but what else has he done? He got all the Akatsuki members to catch the tailed beasts for him which he is now using for himself. All he does is suck them into his random vortex zone lol. I hardly think it's right to put Tobi up on a list of #15 STRONGEST when he can't even beat anyone in the real-world.

Well Naruto/Sasuke, if they continuously improved, it's because they got power-ups. Getting the Rinnegan is a huge powerup, much greater than being able to summon a toad for example. Plus, Tobi stated that he could use the human path (when he was asked to interrogate Yamato). If he can use one path, we can easily assume he can use the rest. It is logical then, that he becomes a normal Rinnegan user = beast. That's why I believe that with the Rinnegan, Sharingan, Space-time, Experience.... he could beat Minato (doesnt really have any finishing moves. Tobi hardly got hurt by the rasengan)
