and what the fuk you talking about "naruto had not yet win a battle without the fox help" did u notice that it his power now since he took it from the ninetail? And if you want to say it like that then why dont you put sasuke alll the way down to number 10000? Because he seem to not do everything himself, he was alway helped by his brother, orochimaru and tobi, and he seem to alway sealing other people power . It's impossible to make an accurate tier list/top 10/15/20/whatever list.

Because certain characters would do better against other characters. To use some random ass example:

If A>Kisame, Kisame>Bee but Bee>A( I know this isn't factual/proven/whatever, it's just an example), how do you rank that?

Another problem is hype characters. Do you rank prime Hiruzen above Minato and Hashirama? He was stated to be the strongest ever, how much weight does that hold over Minato fighting Tobi and Hashirama taking on Madara and Kurama?

Take out Mei and Gaara. You have Gaara ahead of:
