Intelligence alone won't always win you a fight. Konan's feats without prep are nothing to write home about. Basically all she really has is her paper jutsu and those are useless against any top tier opponent.
Tobi's technique is alot more complicated. Allow me to say this, she is only one to FULLY grasp how tobi's technique works. Minato, fu and torune, team kakashi all got the basis of the technique, but go back to konan vs tobi. You'd see what i mean. She tore tobi's technique apart in terms of analyses even without engaging him in battle first.

you said that she figured out the move and yes she did but any one smart itachi, kakashi, jman, shikamuru ect could figure that out
Zetsu can create a lot of clones, making it hard for kakashi to fight them all at once, care to explain how he will beat konan? I think he can't because of her abilities, lol you really think he can beat sasori? sasori and his puppets is more then enough.
Her paper jutsu against Jiraiya was nothing impressive and neither was it when she fought with Pain during the invasion of Konoha.

Loads of ninja's should be able to figure out how tobi's tech works. But not alot of them could fully understand it the way konan did. You could argue that she had spent the most time with tobi therefore thats why.
