I dont know the answer since we havnt seen 8 gates but i do know gai wouldnt win with low difficulty

In your original post you said it would be hard to tell but you chose Minato for no reason, which is biased. Gai has some battlefield wrecking atacks and the only way Minato would avoid them is by teleporting home. Gai could win Mid difficulty.
