Where the hell is hanzo? You all overhype nagato like sh*t yet you don't put the only person to ever make nagato his b*tch. The man who blew off nagatos legs
If nagato was as good as you claim him to be then he wouldn't have had any trouble against hanzo.
Tell me how itachi and minato aren't in the top 5. They have the best chances on beating any ninja in this manga 1 on 1.
1.Minato.(Though we haven't seen much, he has soloed an entire war by himself and doesn't possess any cray kkg which makes him the best ninja) plus jiraiya and ay were saying he was well on his way to being the greatest ninja who ever lived.
2.Itachi.(The spot I gave itachi because he is undeniably one of the best ninja we have ever seen. He is incredibly talented) he doesn't rely on major dedtructive jutsu which everybody seems to get hard for. Plus the reason he is rated higher than madara is because he had his mangekyo for nearly a decade without going blind which shows he didn't rely on his powers. Yet madara had his for I'm assuming not too long because he got blind while still looking the same.
3.Tobi: I will place him above madara uchiha because I really can't see madara escaping from his transportation jutsu.
4.Madara uchiha- I placed him above hashirama only because of the rinnegan. It is clear that without rinnegan he can't beat hashirama. Plus he is basically an older sasuke. So damn dependant on his dojutsu instead of his own abilitites. I mean damn . That is why I placed itachi above him. Itachi fights with ninja skills.
5.Hanzo-one of the most underestimated ninja in this manga. He is so damn powerful yet people fail to overlook that. The only man we saw handle nagato like nothing. You can nmake any excuse u want but after that fight. He was uninjured while nagato had his legs blown off. The winner is evident. Not to mention he handled the three sannin without even getting a scatch on hom.
6.Nagato-former leader of the akatsuki. An extremely powerful shinobi with his dangerous levels of chakra supplies. Clearly one of the best though he is severely overestimated.
7.Hiruzen sarutobi- the professor,the god of shinobi. What else can I say.
8. Hashirama senju-the man who defeated madara so badly he was though to be dead. Nuff said.
9.Sasuke uchiha-in his hebi days I really admired his abilities and talent. He was extremely well rounded and easily a dangerous opponent. In my eyes he started to decline as a ninja when he became too dependant on his ms. Which lead to him being blind less than a month after he aquired it.
10.Jiraiya
11.Kisame.
12.Killer bee- he has been placed here because he seems too reliant on gyuki. We already know he is super strong in his base state.
13.Sasori

14.Gai.
15.Naruto- well naruto is placed this low only cuz he's a main characyter. The truth is we have never seen anything from him that shows he is an extrelely powerful ninja. He reeally is dependant on the 9 tails. I would have like him to use his own abilities instead of relying on constant powerups.

minato soloed a war......last time i checked it was a battle against around 50 ninja he beat it wasnt no entire war. ill admit minato is definately in top 5-8 ninja but number one he is not.
And you said hanzo made nagato his bitch...yeah right but nagato ended up destroying his village and b eating hanzo at the same time. Nagato defeated way more ninja than anyone have before he destroyed two villages and brought one back to life not to mention he fought the nine tailed fox as well in one day!

1. Itachi (i mean he kinda beat the edo in death, defeated nagato once he went back into his prime, and LET sasuke win even when he was ill so yeah)
2. Naruto (defeated multiple bijuu and jinchuriki, is as fast as his dad, and is facin off against arguably one of the strongest ninjas in history along with a few bijuu)
3. Sasuke (EMS obvious and even with just MS was a beast)
4. Madara (EMS, Rinnegan< and insanely powerful fire style justu and crazy good taijutsu)
5. Nagato (rinnegan and rinnegan jutsu)
6. Hashirama (took on madara and nine tails)
7. Minato (took on nine tails and tobi)
8. third raikage (took on 8 tails alone, only ever suffered a self inflicted wound)
9. A (fastest man alive, has bijuu sized chakra volume)
10. Ginkaku and Kinkaku (defeated the 2nd hokage, survived 2 weeks in 9 tails belly)
11. Tobirama ( invented edotensei, skilled in ninjutsu, genjutsu and taijutsu)
12. Kimimaro (if he hadnt been on his deathbed he wouldve been practically impossible to kill he kinda survived buried under thousands of pounds of sand)

1. Naruto < the SHOW
2. Minato < because it was said that only naruto can surpass his father
3. Tobi < coz only naruto can beat tobi if naruto manage to control the kyubis power. tobi would be number 1 if he got the fox
4. sasuke < narutos rival, with the power of itachi
5. sarutobi prime < . stated that he WAS the strongest kage, but why i put minato ahead of him? coz he WAS thats why he said to iruka dont used past tense. minato surpass him
6. edo madara< i dont know if i should put him above hiruzen
7. edo nagato < nagato is powerfull but edo madara beats him. he is not kabutos trump card that says it all.
8. edo itachi. < he become number 8 closed to nagato coz he is a edo other wise he would be drop to a lower tier coz of his sickness.

well, couldn't you argue that Naruto defeated Nagato without the nine tails help. Yes he did turn into the nine tails whilst fighting the last body of pain, but he didn't actually defeat him when he was fighting him. He turned back into sage mode and defeated him then

whats the big deal if naruto uses the fox or teams up with the fox.

not everyone can have the fox sealed up in them. notice that every single kurama jinchuuriki has been an uzumaki clan member.

kurama has proven that his chakra really is that massive and that it takes a very special person to hold his chakra back.
