I think that when creating custom jutsu, people must say how many handseals are required to make the jutsu, and this should also be edited into pre-existing jutsu. this gives people an idea on how much time it takes to preform a certain jutsu etc.

I also Think the number of handseals should be proportionate to how effective/powerful the jutsu is, or what the desired use of the jutsu is etc.

the point would how long it takes to preform the jutsu, and instead of actually doing the 3 jutsu per turn we could actually change the rules so it is a certain number of handseals, I mean you could use 3 jutsu, each one taking 100 handseals, but realisticely that would take forever to preform, so it would be good to put like a 10 handseal limit or something, and also how fast each jutsu is after the seals are completed(like how long it takes to reach the opponent) would also be usefull, and it can add stuff to it.

It also depends what level u r,for example kakashi is doing d handseals hyper fast O_O

but kakashi is jounin and does d handseals faster than the 3rd U_U
how do you know that? They slow-mo the fights as they go up levels, for example they showed sasuke pretty fast when he was fighting gaara, but when he fought naruto they slowed the fight down. and I am pretty sure the 3rd was pretty fast aswell. also if we factor in stats we could make it so people who have more points in speed will be able to preform seals faster etc or something like that.

Well it makes sense to not allow every high level jutsu to be used instantly (though some can be, Yondaime's tech comes to mind..) but I don't know if hand seals are how you should deal with limiting them..
this is what I am trying to get accross, I have a pretty powerful jutsu(although it isn't like made super rigged like amaterasu) that takes 3 full moves to use it(one turn to prepare for it, another turn to use it, and the third and final turn to complete it) In reality it doesn't take very long. I also have a jutsu which doesn't take very long to use and can catch people off gaurd cause it is so sudden. I have a jutsu which would realisticely take 2 moves to use, but once it is completed it is pretty much as unavoidable as kirin.
