remember in the anime/manga special jounin are jounin who just specialise in particular areas just cause she a special jounin doesnt mean kurotsuchi will particulary win, anko herself is very skilled still and at the same time weve only seen some abilities

Kurotsuchi FTW or "Draw." Why?
Their strength and battle experiences are somewhat equal, but Kurotsuchi is more versatile in battle thanks to her three chakra natures and unknown Kekkei Genkai Ability, giving her the advantage in battle. Although, Anko, student of Orochimaru, has much experience and skill from Orochimaru's adaption of snakes, making for a formidable opponent because of the utilization of snakes through defense and attack, can not withstand heavy attacks from Kurotsuchi's Youton Techniques.
One, or both of them, winning with much difficulty or not still makes for an interesting battle. The battle can go either-way, such as, Anko killing Kurotsuchi with a snake bit and/or Kurosuchi killing Anko with her Doton, Katon, Suiton or Youton Techniques.

Helllll yeah my girl anko wins or the only reason she will lose is her curse seal
Anko is oro's student she has something up her sleeve we seen kabuto make kurotsuchi look dumb not the same for anko she loss but its unclear what kabuto did to win
