Well, Gedo Mazo literally translates to Outer Path Demonic Statue.
So, yes. It's the Rinnegan's summon and the Rinnegan is required to summon/control it.

2) if het gets it how will he know to use its abilities effectively that would be a fail

Tobi definitely wants Sasuke to have a Rinnegan, but he doesn't want to give him Nagato's. Tobi wants Sasuke to develope his eyes into a Rinnegan.

As for a time factor, The biggest problem is figuring out what conditions are needed in order to unlock the Rinnegan in the first place. After you know how to do that, it's not impossibly difficult to figure out the next step.

If Sasuke awakens it, then it's likely he would become stronger than Tobi. Tobi wouldn't want this because he'd lose control of Sasuke.
