like 9 tails said to everyone else they are tools to be used and nobody cares past that
only naruto and the four tail jin knew the names until recently

As shown, a lot of people believed that the tailed beasts were just monsters with no rational thought nor goals. They were simply seen as weapons and Tobi has shown that he has this mentality as well. He wouldn't bother learning their names.
