It's a simple who takes the position first. Senju took the position first meaning Uchihas were destined to sit back seat to the Senju from that point on.

Shodai Hokage: Hashirama Senju, the beginning of Senju supremacy and Uchiha inferiority

Nidaime Hokage: Tobirama Senju, younger brother of Shodai.

Sandaime Hokage: Hiruzen Sarutobi, student of former two Hokage, no Uchiha influence there

Yondaime Hokage: Minato Namikaze, a little round about but still senju influence, the student of the Third Hokage's student so still within that same general influence

Godaime Hokage: Student of Third Hokage, granddaughter of first, grand neice of second, she has everybody except Minato.

No Uchiha would've became Hokage if they didn't get First Hokage and the same would've gone for the Senju.

The tradition seems to be that, the student or close relations within the Hokage liniage is what determines the next Hokage. You can be OP like Itachi but it doesn't matter unless your ties are strong with one of the Hokage in some way (see examples above)

Jiraiya first offered position of Godaime, Tsunade eventually took the place although most people (on the base) see her as a weaker tier of the 5. Orochimaru was origionally up until Hiruzen said na, and then was looking at Minato, the pupil of his own pupil. People wanted Kakashi to take the position but thanks to plot no jutsu and Kakashi's humbleness (which I believe is true, he's not prime Kage material) he wasn't admitted as Hokage although he was about too. Danzo Shiruma, had ties with Tobirama in some way, and was besties with Hiruzen, although they had the love/hate kind of relationship but regardless you'd never see an Uchiha as a Hokage candidate.

They were killed off in Sandaime's second term, leaving only two left, one was out as a spy so cross him out of the mix, the other raged and left, although so there you go.

That's just how Kishi decided to leave it, Senju=superior, Uchiha=inferior once Konoha's founding.

THat is perhaps the only time Senju and Uchiha weren't deadlocked and there was a clear winner since the two sons of the Sage. Just like before, Senju was chosen over Uchiha.

if thats the question well... because he ran away from the village to join a criminal killed him killed his loyalist brother and joined another criminal orginisation.

Hes the perfect hokage because he also wants to kill everyone in the village

Part of the reason why even someone of Itachi's caliber wasn't made Hokage was because of age. Hiruzen was the youngest to ever be Hokage at somewhere in his late teens, whereas Itachi was only 13 or 14, a bit to young to be taken seriously by most. Heck, look at Gaara. He became Kazekage at 15 and despite being about 17 now, it was hard for him to gain respect until the speech he gave pre-war. Also, the Elders made him spy on his clan and then take them out, so it's not like you're going to make your Hokage do that then become a missing-nin.

I think it's quite a bit much to say none of the Uchiha had the Will of Fire. Heck, at least Itachi and Shisui definitely had it and it was never said that all of the Uchiha followed the way of their Curse of Hatred like Sasuke and co. did.

It's sad how Itachi and Shisui life were wasted because of their fellow Uchiha being jealous.

That's such a nonsense. How come chosing the best student to lead is being racist? Hiruzen was challanged for the position by Danzoy and won it. If Kagami was able he could have done the same. After Madara they didn't have that talented shinobi for a while. Shisui committed suicide, Itachi turned rouge at a teenage. or you afre underestimating Minato's skills as one?

Because they almost don't exist as a shinobi organization or clan anymore. Really, only Itachi and maybe Shisui would have been suitable, but Shisui destroyed his body and the 3 Elders overruled Hiruzen in the decision for what to do in regards to the Uchiha coup, so Itachi was a no-go. And really, Itachi was only 13-14 years old at the time of the massacre, which appears to be even younger than Hiruzen was when he was made Hokage. Really, as Ebisu said, Hiruzen was trying to find Jiraiya and make him the Fifth, but Jiraiya had more important things to do at the time.

The closest thing I remember to that being said was that Minato was made Hokage at a younger age than Kakashi was during his attempted appointment at 30 years old.
We were shown what he looked like the day before he became Hokage, which is definitely late teens-early twenties:

They don't deserve to be a hokage i like sushi but they are not capable of commanding others in a peaceful manner.So IMO all the hokages till now kept the reputation and saved the village.
