Ummm. Not top 15 anymore, he used to be up there. Hell he might've even been at the top.
But everyone says "prime Hiruzen" like they know what they can do. We never saw it.... I wish that Enma never made that comment because now everyone just assumes stuff.

I don't really agree with your list at all. If these people are supposed to be ranked it is kind of dumb that you have Hashirama above Naruto, Nagato, Tobi, and Kabuto. Hashirama can't compare to them in any way.
For me I always do tiers instead of actual rankings since some people have match-up advantages over some people who are equally as powerful.
Tier 1- Super Characters who have become so haxxed that an army or a group of insanely strong characters is needed to even attempt to beat them. Tobi w/ his tailed beast paths Kabuto w/ his edo army Edo Madara Naruto (BM)
Tier 2Insanely strong characters who for the most part can beat any one person in an all out battle except for those above them. Nagato -for obvious reasons Itachi - able to easily take out Oro in seconds, and has beaten plenty of top level ninjas in under a minute with just genjutsu. Minato - with his FTG, sealing jutsus, summons, and intelligence he is insanely tough to beat. To date no character has hit him once, with the exception of the 9-tails who he let kill him as he chose to die with his wife. Mu - His invisibility is a large part of why he is right here, together with him being a sensor, his dust release, and his ability to change the weight of things to fly he is definitely a contender in almost any fight.
Tier 3 - Super high kage level ninja who for some reason or another haven't quite reached the level of those in the above tiers. Killer Bee - his full transformation is much slower than Naruto's and is actual flesh whereas Naruto's is just a chakra, so it makes Bee a bigger target, unlike Naruto. Otherwise he would be a tier above. Onoki-same as Mu except he isn't a sensor and doesn't have the invisibility jutsu. Jiraiya in SM- in SM Jiraiya is almost unstoppable. His sage mode rasengans are insanely huge and powerful. With Ma and Pa's genjutsu and Jiraiya's vast arsenal of ninjutsu he is super powerful. 3rd raikage - has been shown to be able to tank a ton of attacks without damage, insane chakra levels, but still weak to stuff like Shikamaru's shadow jutsu, genjutsu, traps, that sort of thing. 2nd Mizukage - His genjutsu clam makes him a pretty tough opponent, but once that is gone he isn't all that great, all that is needed is speed to be able to kill him. The only reason Gaara couldn't do it is because he was an Edo and couldn't be killed otherwise that battle would have been over long before then. Orochimaru - Regenerative capabilities, IWR, tons of jutsus, but overall too cocky and makes a ton of mistakes when fighting because of his confidence in himself. A - Second fastest character currently, insane strength and chakra levels,
but without the protection his father's raiton armor has. MS Sasuke - He fought each of the kages but lost or pulled a draw with each of them. He didn't win once except for Danzo.
CAVEAT ABOUT TIER 3: Most of the past Hokages probably deserve to be in tier 3 but we have been shown next to nothing of them, and the one battle we saw that had the first 3 Hokages in it was pitiful all around.
Anyway I refuse to rank people that have been given nothing but hype so that is why I say they probably deserve to be in this tier.
EDIT: I also didn't rank EMS Sasuke as we haven't seen what he can do.
bleh i used to think the term "ninja" implied that had overall skill on the battlefield and such...but now...it's just gotten to "ninja" being the one's who spam meteors and resurrect a ton of dead ppl and controlling bijuu...*sigh* i don't like it anymore. take me back to the good ol fights like the oro vs sasuke, naruto, and (ugh) sakura in the forest of death, and sorts like that...not just overpowered...freaks
nonetheless, yes he is inmy top 15 for obvious reasons. but as far as THE top 15...with everyone poppin up now, i'm not so certain
