What did the Sage mean when he said they'll be a time when you all will be united but inside someone not like me?

Is Naruto going to become the new Sage of 6 paths minus the rinnegan(and the horns)?

I think he was saying that when they were in him as the Juubi they were evil and had the wrong intentions. But after being separated and individually experiencing life on their own, they will be reunited by Naruto and become a good Juubi in the end.

I would'nt want them to be too 'good' cuz they gotta whoop Tobi who has s/t and rinnegan plus EMS Sasuke(and maybe even Edo Madara).

I'm betting he will become the body. Meaning he will have all the tailed beasts at his command. Tailed beasts are huge masses of chakra. Senju were given the gift of mass chakra storage. It's a long shot but we all know the eldest son of the so6p wanted it all from his father. Not just the eye tech. Now ask yourself, how does one come to gather the means to have both the eye tech AND mass chakra stores all at once? Gedo Mazo. Tobi already possess the eyes of the sage. From what I gather, he gave the eyes to nagato to hold. Now who has the power do do such a thing if not the sage? None other than the eldest son of the so6p .

Agree! To me he fits the best as Tobi.

The eyes may come as all the tail beast are His and Sage mode is united to beast mode, the final Naruto evolution.
