I suggest you go back and look at both battles.

The first two Kumo ninja were taken out with stealth attacks, then the third one noticed, but failed miserably at having any sort of defense and got knocked out. Any genin could have incapacitated those idiots.

The stone ninja that fought Kakashi were far more advanced. Just the fact that they could go "invisible" automatically makes them a step above.

Though I agree, both were "fodder" xd

EDIT: Also, Kakashi was a jounin at age 13. And he was fighting a jounin (Taiseki)

Like Better said Kakashi couldn't even take down one stone ninja while Minato took down 3 chunin/jounin level kumo ninja without breaking a sweat. Minato takes this.

It's pretty much implied that he was promoted to jounin because the leafs military was at a all time low and to make missions more efficient he was promoted to jounin. They needed more shinobi so they split Minato and his team. That way Minato could go off on his own and Kakashi would lead his own team.
