I think people need to slow down with all these ridiculous match ups e.g hidan vs minato or hiruzen vs itachi . -_- . From where i stand there are different levels of ninjas example :
genin - door mats of the ninja world
chunin - just as lame as genin but posses a few more jutsu
anbu - supposedly strong yet ,we've seen em being run through dirt countless
times
Jonin - decent class ninjas who possess average level or a little above jutsu
Special Jonin - Ninjas who show promise of an above average ability , good candidates for next kage
Kage - The most powerful ninja in the village , strength has been proven countless times and has total respect of villagers
Missing nin - A varied bunch of ninja ranging from D - S rank ,
Now my point Kages are usually the most powerful in my view ninja who are below them stand a very low chance of defeating a kage , example itachi cant beat any of the 4 dead hokages because there is a difference in skill . I'll paint the picture , take it from this angle , ( just using itachi as reference , im also a big itachi fan ) , these S rank ninjas are surely good and really powerful no one can doubt that but for some reason Kages arent afraid of them because a Kages can surely take them down ... example hidan vs the mizukage ... fatality -_- ... and the list goes on , imagine if the kages were the ones hunting missing nins there wouldnt be an akatsuki to begin with ( im just saying ) xd
