I was coming on those 3. And some other things.
I think Animaguses need to be added the most. There should be limitations placed on it usage cause it's a bit like a KG if you view it in the Naruto RPG.
As for Trolls, Dragons, Goblins/Elves, Magical Beasts and other creatures, I think they can be allowed too like a summoning if you wish.
Wow, there are vampires in HP. Gosh, I better hope that this RP doesn't turn into Twilight. This was a useless addition in my view. (As a joke: Can there be half-trolls offspring xd)
Some creatures can be classified to be used only by Light wizards, some exclusive for Dark Wizards and some for Grey wizards and some for all. Also, more restrictions can be added.
Also, what will be the types of restrictions for Magical objects like Time-Turners, Marauder's Card or Fred/George's pranks object collection. Same for Hallows and Horcuxes.
Finally, I'd like to know why you didn't add Herbology and Divination as subjects to be teached but you did add Potions (it's the thing that most intrigued me when you didn't mention). All way of teaching remain elementary class learning and the way, they are used of battles is pretty accessible for all.
Lastly, I know it's hard to make that in an RP system format but I'd like to know if there could be a way to include Quidditch.

I could help you too with something if you want, and ofcourse I I'd like to test the RP.
But I still disagree with the rule I mentioned before, I still think it is up to creator to decide who can have his "baby", the fact that you can share it with unlimited amount of people is already good enough to make those customs more widespread imo.
