The construction is stationary but the water used to form the snake isn't stationary and is constantly flowing. The snake then is sent by you with your chakra and as it strikes at the target, you will cause the snake/dragon construct to open its mouth and bite down on the target as a powerful water current.

This jutsu allows you to perform the Tiger hand seal and then slam your foot on the ground to release a jet of slicing water. This can be done by first creating a source of water chakra below your feet and compress it into a long, narrow pocket of chakra. You will then perform the Tiger hand seal that will infuse your foot with chakra and then slam that foot on the ground and release the chakra stored in that foot into the pocket. That will push the pocket of chakra forward as well as turn it into actual water. The water is sharp due to the compression on the pocket of chakra.
