Kakashi at the age of 13 had naturally the speed required for Chidori as stated by Minato

Sasuke at the age of 13 had to use sharingan to copy Lee's taijutsu in order to train with it and gain that speed you are talking of.

Since this thread is about them without sharingan, he loses it :|

The fact that kakashi was jounin at 13 proves he was stronger than sasuke at his age. I took training with a sannin for sasuke to surpass him. while Kakashi only trained with a Pre-Kage Minato. Without sharigan Kakashi is still the more skilled ninja. Itachi vs Kakashi without sharigan would be a better match.

He never said he'd loose his speed but if he never had the sharingan, he never would have had that speed
