We only saw him when he was sick, so we don't know anything at all about how strong he is and how far his limits really could go. Even then, Itachi could easily beat over 3/4 people in the manga. Even Tobi feared him.
Itachi clearly does NOT believe Tobi to be completely invincible because he implants Amaterasu into Sasuke in order to kill Tobi. Killing Tobi means he's not unable to die.
Some will say that Tobi feared blackmail, not Itachi's power. However, this makes no sense: if Tobi was truly more powerful, Itachi wouldn't be able to escape Tobi who can find people at will, teleport, and respawn from death. He's simply be tracked down and overpowered. Besides, what in the world did Itachi know that he could tell other countries about Tobi? The Moon Eye Plan? Soon after Itachi died it became public information by Tobi's own will.
The manga CLEARLY shows that Itachi was in the dominant position, and only after his death did Tobi move forward with his plans and meeting with Sasuke. So, we can conclude that if sick Itachi = or > Tobi, he could beat almost every person in the manga. Also, before you go around saying Itachi would lose to so and so, question if they could beat Tobi first. That's your answer.
