With Orochimaru, j-man and Tsunade been out of candidature, Hiruzen was the strongest shinobi left, the wisest one, the one with more knowledge on the working of the world and, he already had years of experience in the job and they needed someone that could handle the new crisis at hand with the village being weakened and the ongoing Uchiha threats

The Hokage doesn't have to die in order to choose a successor.

What would you rather have, an old Hokage who's nearing the end of his life? or a new young and powerful Hokage?

Minato was the successor of Hiruzen and was chosen to be the 4th Hokage. However, Minato died young and thus Hiruzen was forced to return to the seat.

the 3rd found a successor to guard the village. the 3rd probly saw the 4th as better suited for the job then he was at the given time. after the 4th died he probly didn't see a good successor so he took the title back up again.
