You said when the match is close you rely on data book stats.
I brought hidan vs shikamaru and neji vs naruto in because in both cases the match wasnt close. Hidan is stronger than shikamaru, but also during the chunnin exam neji was stronger than naruto.
What im trying to say is that, even if the match is close there are several factors that decide a match and data book stats do not in anyway show this.

ok stop, see thats where you dont understand what im saying, this fight that the op put is a close match up and if i cant decide i toss it up to the databooks. They have similar fighting styles and both have large chakra reserves.
if you want to break it down put it like this, they both use summons, they both are close range fighters, same elements and sealing techs. its a close match up and to be honest i say jiraiya takes it from what i've seen.. but i still have some respect for saru so i take it too databooks but still jiraiya takes it..
your fight's, both shika vs. hidan and naruto vs. neji were both clear cases of strong charater losing to a bum character...say im wrong
it was too show how smart shikamaru rlly is and too show how much naruto improved and kishi sacrificed too pretty strong characters to show this.

Same elementary technqiues, so. Both might have the same elementary techniques but that doesnt mean they know the same techniques.
Sealing techniques?. The data book doesnt show sealing feats and if we were to go by the manga, the death god> any sealing feats jiraiya has shown.
Btw you still dont get why i chose those two fights

Prime hiruzen wins with mid-high difficulty but if its old hiruzen (assuming he doesn't use death god seal) jyraya wins with high difficulty, but if he uses death god seal I don't know, if he can catch jiraya its over for both.
