Kakashi could still use ninjutsu against Mifune. Not being able to use ninjutsu against Mifune is just trash I'm sure Itachi could weave hand signs and Mifune wouldn't be able to stop shit. Kakashi also has fast hand seal making speed.
Kakashi does not need handseals to perform Raikiri or rasengan, and Raikiri would most likely be the only technique Kakashi would need against a close range swordsman such A's Mifune.
