bro two things:
1.minato's rasingan wasn't that developed.
2.with no 8 tails around that'll be hard to guess .

and in general sense minato'll use wind tech (if he knows any) so no point of rasingan. he would know that direct chakra won't even scratch 3rd.

1)He needs to bind the enemy for him to extract the soul

Now good look to Minato binding the 3rd raikage in a power struggle xd

2)minato was able to use the jutsu because his wife(which had powerful chakra) restrained the fox with some chains(look at point 1)

It's obvious this battle has never taken place(and never will take place),but this section of the base is supposed to exactly do that:i take character A vs character B,and manga knowledge(namely feats) lets the user decide who is the hypotetical winner
