So he has to control another jutsu while making another seal? Sai is not a high lvl Jonin my dear. Also his ink thingies aren't that strong. Have you seen anyone be phase by them? they've got about the hitpoints of 5 shadow clones, but then they just pop...its not the most efficient way to defend himself.

Highest ranked would be Neji and Lee. I doubt the others could since they're at Chuunin to low Jonin at best and Sai was trained harshly until he got to ANBU level.

Sai was trained harshly but for the most part it was mental training. He's a recon expert but his 1v1 battle strengths are proficient but they aren't all that.

It's precisely those mental tactics that give him the edge over them. I don't know about you sweetheart but I see them mostly jumping into battle rather than making a plan.

half of them like to hang back and make a plan half of them don't. However in a 1v1 battle you usually don't have that luxury, he won't have other people fighting while he's planning his strategy. It'll be constant battle, and from what we've seen in his 1v1 battles, it's not what he's suited for. He's like Shikamaru...tactics, not infantry.
