well imo this is a waste of a thread bacuse no one has any idea of madara or the first shogi abilities so its all blind guessing wich is a big waste of time but anyone who is good in war is good in chess and shogi and stuff because its all based on strategy so in my blind opinion id say....

1. madara- the man is a pure strategist who was even said by tobi (who i know is a liar haha) that he fought ti first jus to get his dna thats a mega strategy move and based on the strategy weve seen i say madara would be the best

2. hashirama- he fought so many battles and def know how to predict and enemys moves and would have had ot have been an amazing strategist to stand at the top of the shinobi worl

3. shikamaru- hes awsome but far from madara and hashirama awsome
