As Nel sees you release the five shurikens and throw them at her, Nel quickly decides to jump back a few metres so as to access the directions and angles of the shurikens, your hidden objective, and formulate a plan while moulding some chakra. As I see you spew five fire balls at me out of your mouth, I quickly perform the hand seals in the following order; Rat → Dog → Ox and forming a highly strong whip in my hand of water.

This technique can also have lightning techniques channeled through when they have bound their victim with the water whip.
Using all the strength I can muster at that point in time, I swing the whip in my hand in a horizontal arc from my left -your right- to my right -your left-, destroying all your fire balls and shurikens. Since you are running towards my left currently, when my whip performs a horizontal swipe, it would hit you just as you are running. If you choose to continue running, you would get hit and knocked back several metres and feel dizzy before you even perform your water technique. Immediately after I hit you, I let go of the whip, allowing the water from it to splash on the ground. I fire a wave of lightning bolts at you as you are still in the air, after getting hit by my whip. The wave of lightning bolts shock you, causing you to faint. I shift my left foot 45 degrees to the left, which allows me to somewhat have my body facing you so that I can respond quicker and more effectively. I then create 4 water clones; C1, C2, C3, and C4. They are standing about two metres away from me, C1, on my left, C2, on my right, C3, on my right too, and C4, behind me. C4 is directly in line with my body, and thus, you are unable to notice him.

As Shikaku sees you swing your wip he charges his ration chakra and fires static bolts at the whip.

When the static bolts hit the whip the electricity travels down the whip and electrocutes you. This causes your whip to disperse as you lose control of your chakra control. After I have done this I make a wave of electricity. It is 2 meter in length.

As the wave of lightning is headed your way I concentrate my suiton chakra and form a tornado. I do this straight after I have sent the wave of lightning. I make the tornado come directly at you. The tornado is traveling quick enough to catch up to my lightning wave.

Descripton: Utilizes water to create a spinning water vortex around the ninja. The water acts both as a barrier and attack mechanism. The power of the vortex is enough to knock an opponent unconscious. Can only be performed if there is a water source near by.

I just noticed because I cancelled your whip and went on the attack from there in means I don't need to counter the lightning. However if I'm wrong just ignore my last sentence and take it as the lightning is made to counter yours.
