ya I think that each village, or even each individual group can have their own unique custom technique's.
I definitely support this 100%(I think shigure was sort of thinking along the lines of this as he has a lightning monk's group, and there is a custom jutsu's thread in their where 2 of us submitted 1 jutsu each, it still has to be submitted in the main thread but still)
