NO, it would be more like 5 people owning all of NB, cause if you remember the coutnries that can allow kage's are the 5 strongest countries.
so if for example you have sand village, lightning village, mist village place, and konoha, then if one of the other countries, like the sound decided to become strong, if they had enough strong member's they could like decide to challenge one of the other village's and if they one they would be one of the top 5, and their leader would be a kage.

I am willing, but there are custom countries too, those should be allowed to contest for kage positions aswell. for example some time in the future when Squalata! has enough might(if we don't already) we can like take over(we own the void country) and Tobi! will be like our kage.

Tobi! is a senior member.

Having a good time. Almost like the sensei thing but im against ppl having 5000 post to be kage like they did with sensei thing. Majority dont have that high posts</div>
