Top 10 strongest characters.

1) Madara ( he has been around pretty much forever and has extreme power)
2) Tobi ( theres lots of mysteries still but he owns. Although he has the Tailed Beasts as backup)
3) 1st Hokage (he's badass regardless of what anyone thinks, element and bloodline=boss)
4) Itachi (probably would have been considered strongest shinobi ever if he would have stayed in the village and didn't work under Danzo, but overall he is BA and was extremely powerful in all aspects)
5) Nagato (if he uses his power in one he could have been an even bigger force IMO but still would have beaten almost anyone)
6) Minato (ftg was very BA, but that's about all)
7) 3rd hokage (knew a lot of techniques but we weren't able to see him really do his thing, but he gets kudos for his rep)
8) Raikage (hes just overall a powerful dude and is a force)
9) naruto (would be higher, but he's been given most of his strength)
10) Sasuke (from what we have last seen from him, he is getting up there with the others)

The Reibi (Zero Tailed Leech). It would be on a technical fault since it is out in the open and a non official Bijuu.

It forced Naruto into Bijuu Cloak form and even then barely beat it.

Not really...even without Madara, kabuto is too op for Madara alone...

Madara vs Nagato,Itachi,Muu, 2nd mizukage, 3RD raikage, 4th kazekage, 7 swordsmen of the mist, deidara , kakuzu ,etc etc..... will eventually overpower and beat madara to a pulp , Kabuto just has too much ammunition

No, unless stated in a vs thread we go by current abilities in the manga.
As i said the manga is being updated. It either makes an opponent stronger, examples being base naruto to sm to km/ cm2 sasuke, to ms to ems. This is what is currently going on in the manga.

Similarly in the manga kabuto has lost most of his weapons apart from madara therefore we should judge him by what his current power in the manga.

Vs threads are different because it states whether its base naruto or sm naruto. If it doesnt, we assume the op is talking about km naruto because thats the current naruto.

Similarly when we talking about the strongest characters we should only go by their current state and in kabuto's case he only has madara

switch nagato and itachi. there is other ninjas that can be in there. The raikage is definately not in that list.
