I would only go with Sasuke because he's got more life experience, more of a perspective and alot of knowledge of history and what really happened throughout the history of Konoha having been educated by both Itachi & Tobi. But of course it all depends of the topic they're given

Like Shikamaru fed into the lie told to all of Konoha that Itachi was evil and slaughter his clan for no good reason; where as Sasuke knows the truth about how ditry Konoha elders are and also the secret reason Tobirama created the Konoha police squad and put all the Uchiha in it. Sasuke knows a little more about the secret of Kurama.

But it rally depends on the exact topic they're given to debate. But Sasuke wins on general history and current events
