Perhaps it's because Tobi knew that he was going to replace one of his eyes with a Rinnegan (that was his whole purpose for visiting Konan), so he just used Izanagi because he could.
Perhaps it's because Susanoo is not powerful enough to defend himself from a billion paper bombs. Susanoo can be breached as shown by the 4th Raikage against Edo Madara.
Whatever the reason, your question does not prove the fact that Tobi does not posess the Mangekyo Sharingan
As HBKJames said: it has been stated in the manga that you need MS to control Kurama.

no its not better since by implant he wont be able to revert back to sharingan which means he wont get ms or ems techniques like susanoo,etc.
And if he was so eager for rinnegan then why not implant both eyes
because he wants sharingan as well and he cant evolve his eyes to ems or rinnegan himself.

Rinnegan and Sharingan both have have their unique characteristics, the ideal is to have both like Madara. Unfortunately Nagato's Rinnegan cannot go back to Sharingan. I made a thread about Tobi having MS and I still believe he has it, the links I showed you prove that you need MS. Idk if its his though. As for why it's not shown I have no idea, 11/12 known MS are accounted for with the last "potential" MS (a.k.a. Obito's) being supposedly destroyed. Showing Tobi's MS would just eliminate Tobi=Obito theories because the others are accounted for

look , we didn't see him using a MS , But according to the theory : Tobi is Obito (Wich convinces me) tobi Has the MS and it's the same as kakashi's.

then let me clarify it for you the only ways to tame Kurama
1) either you're Hashirama Senju, or
2) you possess the Mangekyou Sharingan....as it's stated on the Sage's tablets and said by Itachi, 1 of the secrets of the Mangekyou is it grants its user the power to tame the kyuubi at the cost of one's eye sight down the road
so those are the only 2 ways to tame Kurama...so either Tobi's Hashirama or he has the Mangekyou Sharingan

That is not true, you do not need a MS to activate Izanagi, or else Danzo could not have used it with the non-MS eyes he had implanted on his arm.

The Naka Shrine Does not say that the MS controls the Kurama...it spells out the Sharingan's ability to control him, it was never said that ONLY the Mangekyou variant of the Sharingan can control him...therefore we can assume that the regular 3-tomoed Sharingan can be used as well. We can't say that tobi has the MS because he managed to control Kurama.

My thought exactly but though i think now after so much discussion that he might have MS but avoid using it so thathe does not get blind...:shrug:

see the link Tobi uses 3-tomoe sharingan to control Kurama not ms. Even Kurama eyes turn into 3-tomoe sharingan, if you may notice

TOBI HAS THE MS, of all people tobi should even be the first to unlock ms(joking), but kishi is merely hiding his MS in order not to divulge his identity as either a familar person (familiar MS) or a different person (new MS form)
