It's pure and simple logic. If it's about The two jutsus clashing, Kirin absolutely annihilates RS. RS is just highly vibrating chakra, Kirin is lightning in pure form Wind > Lightning applies only when both are generated from chakra.

Now,if it's about the two users being in battle and using the jutsu, Then RS. Kirin needs set up and time is a key. RS can be instantaneously made and used. The other guy won't just stand there and wait for sasuke to Prepare the jutsu.

Summed up, If the techniques are colliding head on , Kirin
If the users are battling and have to prepare the justu, RS.

thank god. it's actually commonsense. yes, RS has quicker initialization speed. no RS doesn't have a higher caliber of power than Kirin. yes, Kirin is a generally faster technique than RS (that means disregarding the amount of time it takes to cast the respective jutsus). no, it isn't extremely difficult to utilize Kirin effectively in battle — actually, if you think an inch deeper below the surface, you'd see that at this point it's relatively easy for Sasuke to use Kirin in battle. yes, if the techniques were colliding Kirin would triumph. overall, Kirin is the more powerful tech. In terms of caliber, Kirin is the more powerful jutsu. This is due to the fact that Kirin utilizes the entire element of lightning in its purest form straight from the source. Kirin is a much more devastating jutsu than Rasenshuriken. It is powerful no matter what chakra level you have left because its all from the thunderclouds.

However, in terms of battle, Kirin would not win in the long run because it is a one time use. Also Kirin takes a while to set up, Sasuke has to use Goukakyuu no Jutsu to set up the rain clouds and cast the thunderbolt onto his opponent. The time between him firing the fireballs, Naruto would be at least halfway done conjuring Rasenshuriken and he can cover alot of range if he is able to expand it properly. Not to mention that Naruto has the option to use it more than Kirin.

Kirin is indeed a powerful & extremely fast jutsu in NB but the drawback on it is it takes a lot of time for preparations & needs specific weather conditions to execute an attack w/c makes it ineffective in combat.

Anyways, guys. It's about time to wrap up this pointless thread, don't you all agree? Based on given statistics (information provided by users in this thread), the majority of people would agree that Kirin is generally (which once again means not in all aspects, simply the majority) stronger than the Rasenshuriken. IMO, as far as "better" goes (which would mean in the most favorable aspect(s) [particularly practicality; convenience and ease of use, basically]), I'd have to give it to the Rasenshuriken solely because again, is more practical as it can be brought out at hand or any given moment. Other than that, in regards to speed (disregarding preparation speed — the actual speed of the technique) and raw power/caliber, it's basically Kirin.
