I think the Admiral spot should be vaccant for now and no one must have been made an Admiral anyhow the ones in Marines who deserve or actually could take the Admiral spot are Megallan and Smoker, i still think that except Garp no Vice-Admiral was even close to the Admiral level and Oda would never make a Vice-Admiral an Admiral as the Vice-Admirals aren't yet introduced fully and they are the ones who just make a guest appearance through the series like in WB war.
A new character imo won't be an Admiral as the new character should atleast have some strength or rank and so far all the powerfull Marines have been introduced so there can't be a possibility of a new character for a big vaccant spot like of an Admiral.
Though i think some one from WG agent or worker on high post inferior to that of Kong could be an Admiral like we have seen Corgi as a government agent there could be more who are capable of becoming an Admiral.
But currently there are only two known characters who could achieve this position Smoker and Megallan but i do think Smoker still not being that of an Admiral level but Megallan truly deserves it.
