why i think minato is not the fastest ninja?

Good day fellow naruto base fans i have a discussion to bring up
if minato was classified as the fastest ninja when he does not actually run then what would you say about the past and present rikage ,what about the gates users, and some other people like naruto and jiriya ? how come minato is faster than them when he needs his kunia to around the battle field?where as guys like rikage, lee and guy can be fast under any condition..............
what do you have to say?

Minato has incredible natural speed, as shown when he rescued baby Naruto from Tobi when he was about to get stabbed.

U don't know the meaning of speed,it is not about running with ur legs or flying like superman or teleporting,SPEED is about who is able to be the first to reach a certain point.RUNNING flying or telepoting is just a way of movement,
so the means can be faster than each other depending on the user's speed in this case minato's telepoting speed is the fastest in the manga(after all tobi uses space time ninjustu too but like i said it depends on the user)
And he also has normal speed in running close to the raikage's speed but it's his teleporting that makes his the fastest
Plus i don't know why u guys keep bring up something already know as fact just look at this picture not even lee in 6 gates or raikage can do this

A said I'm the fastest ninja in the world now that the 4th hokage is dead, which means the manga clearly considers teleportation speed. Minato is the fastest in Naruto. To each his own though.
