And obviously he cannot do it without thunderclouds, he shoots up lightning to the thunderclouds to manipulate the lightning stored in the clouds to create a huge lightning dragon which could be a one-shot kill, there's no way he can perform the same move without thunderclouds.
kirin doesn't use sasuke's chakra,it use lightning from the clouds ,not chakra.
he use only his chakra to control its shape and direction.
he cant' use kirin without cloud,no cloud no thunder .
if he use his own chakra it's not called kirin,it will be a bit fast and as powerfull just like kakashi's lighting beast.
but nothing to compare against thunder clouds power and speed.

The whole attack bases on using real lightnings, no simple chakracopy!

and to answer the question, no he cant. Kirin is real lightning that he can manipulate with his chakra. His other lightning based jutsu are not real lightning but merely lightning release. the 2 are very different, one being natural the other being created thru chakra control.
that handsign could just be setting it up
against itachi he used fireballs to the sky and made a thunderstorm, because he little chakra
i think i remember pain using the same handsign to commend rain, i think sasuke could do the same

two different things
1) he used handseals for the 1 oro stopped him with then raised his hands,
Kirin never used any handseals
2) his hand has no lightning around it, no chakra nothing
If he intended on using a fire jutsu, his hand wouldn't be in the air like that , it would be at his stomach / mouth area, and he would show enhaling signs of using a fire jutsu
