Im tempted to say Kakashi. He got a huge arsenal of jutsus, and i bet that danzo dont know em'all.. So he'll catch danzo off guard, and therefore take a couple of his "Izanagi eyes".. And keep in mind that he can also use Kamui a couple of times..

only with genjutsu but thats not a counter so kakashi just need to kill danzo 10 times until he gets him U_U

people are underestamating danzo and overrating kakashi,only because kakashi has many jutsu doesn´t mean that they are good, with izanagi this would be a fight where stamina is needed and danzo would outlast him easy most people are biased because they like kakashi and hate danzo how in the world can kakashi win if even a exhausted sasuke could give him a good fight

and in wikia we can see danzo has 3 affinity wind earth and water
and also 1 kekkei genkai which is wood release

and also he has MS and KA tech which is allow him to manipulate his enemy without realizing anything.
