Since Hanzo was defeated, pretty easily I am guessing, by Nagato and Nagato admitted he would have been killed by Jiraiya had Jiraiya known his secret beforehand, then I would say Jiraiya with difficulty. Without SM then it makes things a little more difficult, I don't know if it would be possible to make a good guess since we know so little about Hanzo. I would say Jiraiya but as you can probably tell I am a bit bias.

Do we consider Jiraiya on his prime and Hanzo in his prime? We really dont know much about Hanzo without all of his poison attacks, but as you ae stating that he cannot use them, i would give my vote on Jiraiya.

umm this fight already happened in the manga and it was 3vs1 hanzou vs the sannin ( which hanzou gave them that name in exchange for there lives. im would assume hanzou won the fight by letting them go cuz he was impressed with there skills. waste thread buddy cuz hanzou already beat him and his comrades

they became sannin BECAUSE hanzo made them so... the fact that they didn't have their summons continues to imply that they were on the brink of defeat, jiraiya was supporting tsunade and she told him to shut up when he wanted to continue fighting. and that summon is much stronger than he looks

well i dont see why it matters all that much if j man didnt hVE a contract yet that means he wasnt a sage yet so in a rematch jman has a chance but he cant use it so he loses who knows lol
