You havent given any detailed and you mention sealing papers so you mean "A" father? If so Gaara will be completely wrecked. If he was the only person that could wound himself then there is much to be said about his durability. Also didnt the manga say he fought either 1000 or 10000 ninja for three days before he died. I dont know much ninja that could even fight for three days straight.
But if you mean A then well gaara still loss but, not as bad.
Of the 5 Kage i rate "A" as the strongest. He apparently has the best leadership skills and battle experience. But he is also hot headed and sometimes acts irrationally. Gaara would be second to last only becuase Oonki is very old and just about any really strong attack can have him on his knees because of his back. Gaara's sand wouldnt be ultimately defense enough to take too many of A's blows. A did break one of sasukes sasunoos ribs and i think sasunoo is a better defense than the sand gaara has. V2 A is much faster than the speed of gaaras sand Oonki had to lighten it to keep up with Mui in the Kage fights. Raikage can keep up with Mui in V2 so gaara sand wont react fast enough to keep up with Raikage. Also would most people act like they dont notice is that a lot of references to speed compare to minato (not his FTG becuase that was just a jutsu and not actual travel as in movement) when A whent V2 his assitant stated that it put his reaction speed on that of Minato which means when he dodged Amertsu in V2 minato could have done the same thing w/o FTG. So even gaaras attacks would not be able to his A during V2. But i do think that Gaara is smarter than A so he could try to trap him. But A is a power house and his speed alone makes him an extremely hard ninja to beat in a One V One fight.
I think that when or if gaara learns to make his sand faster or that he himself become faster and less reliant upon the sand for defense then he COULD be A.
Remeber the best defense is prevention, its always better to dodge a hit that does great dmg than to tank it.
