What I have highlighted is not true, if this where true Shikamaru could easily beat everyone. If this were true, Shikamaru could have easily came up with a tactic to save Asuma and counter Hidan's attacks. Shikamaru would be too busy (if not hit) trying to keep up with Neji's fast and powerful Gentle Fist to think of a strategy to counter the current and upcoming attacks.
"Shikamaru surpasses Neji when it comes to executing moves"? What? Neji is physically more skilled than Shikamaru, he's a genius, he made it to Jounin before anybody else. (Please don't come with the "Shikamaru has been invited to the Twelve Shinobi Guardians" because that was solely based on intellect only).
I believe tools and intellect are not enough to win against Neji.
You can't count the 1st encounter with Hidan given the fact that Shikamaru had no background on him. Once regrouped with a new team, Shikamaru was successful in completing his mission with no loss of any teammates.
Here "encounters" refer to ways of defense [if running away is his only option, let him run. Neji doesn't seem like the kind to go after his opponent. It seems to me that he rather wait for his opponent to come to him.]
Again, Speed and Strength are worthless if you don't use them correctly against an opponent who surpasses his genius. And that's a good point you bring about with being part of the Twelve Shinobi Guardians. Sure, here he'd be working harder as a strategist than a fighter, but this shows he isn't defenseless against Neji. As for tools and intellect, these can be used in such diverse ways that even Neji would have trouble. Intellect is one of the major requirements in a battle. It's always good to use Shogi [something that Shikamaru has never lost at] as an example.
