I think Gaara because he has more chakra, he has good intelligence as demonstrated by his battle vs the Mizukage and his father, and his sand abilties are his own, Yamato's wood techniques are a Hashirama DNA injection from Orochimaru

But he can make a forest, and a waterfall. Yamato has some good abilities too and has better stats including intelligence over Gaara

no it was said in the manga that the sand was his mothers power that he wielded so he was still given something. but i agree with you but just had to show an error in ur post

trees can grow through cement... just look at ur fkd up driveway.... but i think when it comes down to it gaara will just sand yamato down to a toothpik. he can attack and defend like no other, but yamato has that ANBU assasination training... and every past kazekage has been assasinated up to this point.....
