what are the extent of the samurai powers? they use chakra but not like the ninja?

I don't think it is exactly clear what their true powers are. But, I wouldn't call them weak. Somehow they have managed to maintain a nation in the middle of all the great powers....

As you can see even Narutopedia is rather limp on the subject. So I guess it is up to every member to decide from what they have seen in the anime and Manga.

Also, if they were weak then they wouldn't be around. I wouldn't be so quick to judge them.
The average samurai is probably equivalent to an average shinobi.
