By utilizing your Raiton chakra, you'll release it along the ground in the form of a low-lying wave, from your hand.

I want you to actually describe what you do to use it; i.e., the formation of your handseals, the focusing of your chakra, and how you manipulate it to preform the jutsu. Even with a jutsu as simple as this one, there is an easy way to describe it with out copying the jutus.

This jutsu is...quite ambiguous. The real technique that is "Raging Thunder" doesn't work like this - in fact, it's not even Raiton; it's a neutral Kenjutsu technique.

However, we'll go along with what's stated here.

This jutsu causes you to release Raiton chakra you've channeled - most likely into your fist - upon impact in the form of a large dome - the dome will supply a lot of force and electricity to damage your opponent, as well as protecting you. Again, though, the low power of this jutsu makes it hard to utilize, as well as it's very close range.

Perhaps it could be useful in stopping a few earth jutsu by punching the ground to activate the dome aspect.
