there isn't a connection, they most likely got there symbol from literal spiraling whirlpools, that occured in their waters

When Tobi said he got the sage's eyes he meant he got his power. Eyes=power The rinnegan was the basis of the Sage's power. Since this definition works with both the text and the image it is probably the correct one.
