Jiraya - He got beat by 4 tailed naruto
Kisame- Beat full 8 tails.

Ksame > Jiraya!
he was trying for naruto to control that power and when it broke out of control he tried to stop it without hurting naruto that's why he got wounded.

and kisame didn't defeat full 8 tails it was version 2 (although still more powerful than 4 tailed kyuubi)

I'd say jiraiya because even kisame agreed to that and if jiraiya can enter sage mode (he probably can while fighting) he wins easily

Just no.

You really think Jiraiya was going 100% against 4tailed Naruto? You think he was trying to kill him? No. He was holding back and trying to play it safe so he didn't hurt him.

Kisame doesn't stand a chance against Jiraiya. Kisame's biggest advantage against anybody is his large chakra reserves. This is meaningless against Jiraiya because he also has immense chakra reserves.

Kisame's second advantage is his ability to absorb chakra with Samehada. Jiraiya would quickly learn this and avoid using chakra based attacks such as the Rasengan, fire techniques, etc. To top it off, once Jiraiya goes into Sage Mode Samahada can't do anything. If it absorbs Sage chakra it'd turn to stone.

All Jiraiya has to do is use Sage Mode and a few summons. Kisame, even fused with Samehada, wouldn't be able to match SM Jiraiya's brute strength.

Even Kisame's Water techniques wouldn't be helpful. Jiraiya can use Earth, which is strong against Water.

I think Jiraiya would win but it wouldn't be as easy as you say. Kisame has that huge water dome. Jiraiya has nothing on that scale. And yes Jiraiya has tons of chakra but there is a reason Kisame was called the tail-less tailed beast, he likely has more chakra than any one person. (Jinchurikki not withstanding)

Admittedly I may have oversimplified it. However we can both agree that in the end Jiraiya would be the victor. A few bumps and bruises but otherwise in good status

Also, about the scale of Jiraiya's techniques I kindly disagree. We can all agree that Manda was a very big snake. Not as large as Kisame's dome, but regardless. Even while Tsunade's drug was interfering with Jiraiya's ability to mold chakra he still managed to generate a swamp big enough to sink him:

We don't know how much the drug was effecting him, but from what he says, clearly the technique could have been larger.

Now, considering Jiraiya at 100% health, using Sage Mode (which alone grants him a tremendous surplus in chakra), and the fact that Earth techniques are stronger than Water techniques, it's safe to say that Jiraiya could pump his Earth techniques with enough chakra to the point of even matching Kisame's dome. Granted it's a debatable point, but a safe one I think. It's a far less stupid argument that some other one's you see on these forums that's for sure

We know that elements that are weaker to another element can backfire on the user. It was explained by Yamato and we saw this with Sasuke vs Danzo:

In theory, the same principle should hold true for Water against Earth

Kisame said it himself:
You must be registered for see images

Jiraiya is a match for him and Itachi combined, so Kisame alone is gonna get whopped.
oh sigh.....He speaks of the legendary three on a whole as if they are this big force to be reckoned with....Yet he doesn't know youngling itachi handled arguably the strongest sannin easily
