We were all surprised they put Kyuubi Mode Naruto in it,so since they did this it's a good chance we might see some characters like

-Muu
-3rd Raikage
-4th Kazakage
-Tobi(Rinnegan+Sharingan)
-Madara
Gold and Silver Brothers


Tobi with R&S is more likely to be in it since its in the same arc Naruto learns kyuubi mode.

The game already has the Hokages.This game is gonna rock
