Tobirama prided himself on his fighting skills. i doubt hed be proud of being able to beat fodder so he probably thinks hes better than his brother.
tobirama has the most advanced suiton in the series.
he has edo tensei, originally intended for clearing out battlefields.
he has space time ninjutsu which is a fancy way of saying he can teleport.
he has advanced sensing abilities, being able to tell one's location and numbers with one finger, meaning bringer of darkness is useless.

Now I believe that sort of cancels out a little if you think about it since controlling Bijuu puts you automatically at a higher standard, although from what has been demonstrated most Kage have shown prowess in maintaining control over a Bijuu

Gaara's dad with Shukaku, Hashirama with several of the Bijuu, Sandaime Raikage actually being able to go toe to toe with the Hachibi, Yagura being one of the three Jinchuuriki to actually gain full control of his Bijuu. Only Kage we haven't seen mess with a Bijuu is the Tsuchikage...but he carried a large ass turtle island at age 70+ so O.O
